President Halford stated SENATE BILL NO. 175 "An Act making                    
appropriations for the operating and loan program expenses of state            
government and to capitalize funds; and providing for an effective             
date" would be taken from the Rules Committee (page 1909, 1993                 
journal) and returned to the Finance Committee.
